Police had detained the controversial Indian Army officer earlier this year in May from a hotel room in Srinagar. He was found involved with a local Kashmiri in a court of inquiry (CoI) conducted by a brigadier. The inquiry report mentioned that Gogoi had no business away from his location without taking relevant permission.

Following he was detained from a hotel Army chief General Bipin Rawat said if Gogoi is found guilty of violating rules, he will be given “exemplary punishment”.

In 2017 Gogoi was in controversy too when he tied a Kashmiri civilian to the front of his jeep to prevent stone-pelters targeting his convoy. Later, amid debates in media widely he was awarded the Chief of Army Staff’s Commendation card for “sustained efforts” in counterinsurgency operations.
